Chair
Wendi Felician
Wendi is the founder and chair of ElLemuel, with over 20 years of experience in social services and community health. She specializes in case management, mental health, research, and advocacy, holding an MA in counseling and a certification in Volunteer Management Leadership, along with other certifications. Passionate about empowerment, Wendi focuses on creating safe, supportive environments and connecting people to vital resources. Known for her creativity, resourcefulness, and versatility, she also founded OuBél Beauty Inc. in 2022, a cosmetic brand specializing in non-toxic products. Guided by strong faith, Wendi embraces Helen Keller’s belief that “hope sees the invisible, feels the intangible, and achieves the impossible.”
Vice Chair
Victoria Brown
Victoria is a Licensed Behavior Specialist with a strong background in education, counseling, and behavioral health. She holds a Bachelor’s degree in Chemistry from Temple University and dual Master’s degrees in Secondary Education and Counseling from Wilmington University. Victoria spent nine years teaching Chemistry and four years as a school counselor in Philadelphia before transitioning to behavioral health in 2017. She now leads a team providing individualized behavior plans for children with autism, Down syndrome, and other developmental delays throughout the Philadelphia area. Committed to advocacy, Victoria recently completed law school and is preparing for the bar exam to expand her impact on behalf of children and families. She is also an ordained Deaconess and enjoys traveling and spending time with her husband and son.

Jewel Warner
Jewel is an innovative leader with a diverse professional background. As a CPA and CGMA with over 15+ years of experience in financial reporting, governance, internal controls, compliance, and internal/external audit, she brings a unique blend of expertise to our board. She is dedicated to enhancing financial literacy, empowering underrepresented communities, and promoting economic independence. Jewel's passion for creating positive community impact makes her a valuable asset to our organization.

Michelle Brown
Michelle Brown is a registered Early Childhood Educator with the Durham District School Board; she's a dedicated wife and a nurturing mother to two remarkable daughters. Since its inception on August 1st, 2023, Michelle has played a pivotal role as the Secretary on the ElLemuel board. Her passion for children's development extends beyond her professional role; it's a fundamental part of who she is. At the heart of Michelle's work is her commitment to nurturing children's social and emotional skills. As a fervent advocate for child welfare, she believes in empowering young minds to navigate the complexities of the world with confidence and compassion. Beyond her involvement with ElLemuel, Michelle actively participates in youth mentorship programs, fostering a sense of belonging and connection among the younger generation. Michelle's attitude revolves around the idea that collective action yields profound results. Guided by Helen Keller's timeless wisdom, she firmly believes that unity is the cornerstone of impactful change. With her unwavering dedication and belief in the power of community, Michelle continues to inspire others to join her in creating a brighter, more inclusive future for all.

Thea brings a bold, global perspective and a diverse professional background to the board. Originally from New Zealand, she has called Canada home for over 12 years, with experience in both Vancouver and Toronto. With more than six years in the real estate industry, Thea began her career as an Office Manager before becoming a licensed agent in 2025. Her early exposure to the industry, paired with mentorship and hands-on leadership, laid the foundation for her success in Toronto’s competitive market. Prior to real estate, Thea held roles in both the medical-legal field in British Columbia and as an ITIL Asset Manager at Gen-i, one of New Zealand’s leading telecommunications and IT firms. Her eclectic career path reflects her adaptability, strategic mindset, and commitment to excellence. Known for her energy, quick wit, and creative problem-solving, Thea brings a fresh, entrepreneurial spirit to every endeavor. She is passionate about community, innovation, and making meaningful connections that drive growth.

Wendy Qu is a dedicated human rights expert with a deep academic and professional focus on systemic inequality, social justice, and rights protection. She is currently completing a Master’s in Social Justice and Community Engagement at Wilfrid Laurier University and holds both a Master of Research in Management from Lancaster University and an International MBA in collaboration with the MIT Sloan School of Management. Wendy volunteers with an international legal advisory NGO, supporting vulnerable individuals in navigating global protection systems. In addition to her advocacy work, she brings strong expertise in business planning and financial management, having developed real-time data systems to support effective operational decision-making. Wendy’s unique blend of social impact knowledge and strategic business acumen positions her as a valuable contributor to forward-thinking organizational leadership.

As a Client Relationship Management professional with over 20 years of experience, Alison is passionate about people. Alison has served on the Aon Hewitt Diversity council, participated in the creation of the Diversity Award for the Harry Jerome Awards in concert with the BBPA and has participated in various charitable events. Having worked with small and large company partners, as well as holding an MBA focused on organizational management and strategic planning, Alison understands and is dedicated to finding creative and sustainable options for those at risk in her community, country, and the world.
